If you see this notification it means that your organization has configured the auto-quarantine policies in data loss prevention (DLP) to block access to this file by unallowed apps. This is usually done to prevent sensitive files from being synced to cloud storage sites like Dropbox or Google Drive, though the organization can specify any app to trigger this reaction.
The file will be automatically moved to the location specified - this location was selected by your IT administrator - and a placeholder text file will be left in its place with information about where the file was moved to and why.
