If disabling Fast Startup doesn't resolve the problem, try changing the power management setting for the USB Root Hub.  This could affect USB devices that connected to a monitor's USB hub.  If so, make sure to connect the USB device directly to the PC.

  • In the Search box, type Device Manager and select Device Manager in the search results.

  • Expand Universal Serial Bus Controllers.

  • Right-click USB Root Hub and select Properties.  If there is more than one USB Root Hub, repeat the following step for each of them.

  • Select the Power Management tab and uncheck Allow the computer to turn off this device to save power.  Select OK.

  • Once you've done this for each of the USB Root Hubs, connect your USB device directly to the PC and check if your computer is able to recognize it.

  • Test whether this resolved your problem by selecting Start > Power > Sleep.  Then wake Windows and see if the USB device is working properly.

  • If your USB device still doesn't work properly, please undo these changes and re-enable the Allow the computer to turn off this device to save power settings.
