Connected User Experiences and Telemetry temporary outage

A set of configurations deployed to a small set of Windows machines caused the Connected User Experiences and Telemetry service to stop running. Because of this, Windows could not run properly. This issue was fixed in early November 2019. 

A fix was made to the configuration settings, and most devices were able to automatically recover. For devices that couldn't, a troubleshooter deleted the invalid configuration settings and downloaded the corrected settings.
