This error code means that your camera is being used by another program. Try closing all camera apps and only reopening the app that you’d like to use.
If you’re not sure which app is using your camera, check apps running in the background. Press and hold the Ctrl + Alt + Delete keys and select Task Manager. Review the apps listed under Background processes, and if you find any that you think may be using your camera, select that app and End task.
