It sounds like your device is in High Contrast mode. To turn that off, hold down the Alt and Shift keys that are on the left side of your keyboard, and the PrintScreen (PrtScrn) key.
If you'd prefer to do this using a mouse:

Click here, or from Start, choose Settings (gear icon) > Ease of Access > High contrast.

Switch off the toggle under Turn on high contrast.
