Symptoms

When you play a video on a computer that is running Windows RT 8.1, Windows 8.1, or Windows Server 2012 R2, the video is jerky and not smooth. Additionally, the CPU usage is increased. 

Cause

This issue occurs because the hardware video constriction by the graphics processing unit (GPU) fails, and therefore Windows has to use software constriction by the CPU.

Resolution
