Symptoms
This issue occurs after you install hotfix 2990941Â in Windows 7 Service Pack 1 (SP1) or Windows Server 2008 R2 SP1. When this issue occurs, you may receive a Stop error that looks something like this:
STOP: 0x0000007E (parameter1, parameter2, parameter3, parameter4)

To fix this issue, we have released a hotfix.
Hotfix information
Important If you install a language pack after you install this hotfix, you must reinstall this hotfix. Therefore, we recommend that you install any language packs that you need before you install this hotfix. For more information, see Add language packs to Windows. A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that's described in this article. Apply this hotfix only to systems that are experiencing this specific problem.
