Symptoms

Users are in limited functionality mode when they deploy multiple Survivable Branch Appliances (SBA) servers to a Front-End pool in a Microsoft Lync Server 2013 environment. Additionally, the following events are logged on the SBA servers:

Cause

This issue occurs because of a deadlock in an SQL stored procedure that causes quorum loss of a routing group.

Resolution

To fix this issue, download OcsCore.msp and Server.msp from the August 2016 cumulative update 5.0.8308.965 for Lync Server 2013. Then, install these files on the Front-End server in the following order:

  1. Install OcsCore.msp.

  2. Install Server.msp.
