Symptoms
Assume that you use Microsoft SQL Server 2016 with a database that has the Query Store feature enabled, and Async Load is enabled through trace flag 7752. After a restart, failover, or database restore, the database may take a long time to become online while Query Store loads. The delay can be proportional to the number of queries stored in the Query Store.
Note: This issues does not affect other versions of SQL Server.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

This issue is fixed in the following cumulative update for SQL Server:
