Symptoms
When you use SQL Server 2019 or 2017, you notice that the transaction commit delay time is higher under low usage workloads but the transaction commit delay time is lower under moderate-to-high workloads.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
