Symptoms

Consider the following scenario:

  • You’re running Microsoft Exchange Server 2019.

  • Your instance of Exchange Server is compliant for Federal Information Processing Standards (FIPS).

  • You have a transport rule set to “scan for executable content.”

In this scenario, when you try to send a PDF file through Exchange Server, the program stops responding, and the message isn’t delivered to users.

Resolution

To fix this issue, install Cumulative Update 12 for Exchange Server 2019 or a later cumulative update for Exchange Server 2019.
