Symptoms
This fix addresses the following two issues related to firewall rule creation behavior when you install PolyBase in scale-out group configuration in SQL Server 2019:

For all installations, SQL Server will no longer create firewall rule to open UDP port 1434 if SQL Browser is disabled.

For named instance installation, SQL Server will not create firewall rule to open TCP port 1433.
Status
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

This issue is fixed in the following cumulative update for SQL Server:
