Symptoms
You cannot resize the address bar in a Hebrew version of Windows Internet Explorer 9.
Specifically, when you try to drag the Address bar separator left or right, the address bar cannot be expanded or contracted. Instead, the position of the tabs moves, and then the tabs are torn from the browser window.
Note This issue also occurs after you set your operating system language to Hebrew.
