Application module can't receive correct process status after security update 3045999 is installed in Windows

Symptoms

Applications that call Windows Management Instrumentation (WMI) APIs directly or call APIs that rely on WMI (such as the ManagementEventWatcher class) don't get the correct process status (regardless of whether the process is running or not).

Cause

This issue occurs because new process creation events aren't triggered by the WMI notification query if security update 3045999 is installed.
