The easiest way to get language packs for Windows 8.1 and Windows RT is to download and install them using the Language Control Panel. Download and install additional languages to view menus, dialog boxes, and other user interface items in your preferred language.

Install a language for Windows. If a language is listed under Preferred languages but doesn't appear on the Windows display language list, you'll first need to install its language pack (if it's available). Select Start > Settings > Time & language > Language & region.

Switch between languages using the Language bar - Microsoft Support
Use the Language bar when you: Want to switch between languages with a Latin alphabet, such as English, Spanish, or French, and a language with a non-Latin alphabet, such as Arabic or Chinese. Want to switch between languages with a non-Latin alphabet, such as Greek or Russian.

Choose language settings for your keyboard, websites, and apps
Windows 11 Windows 10. You can add an input language in Settings. Adding an input language lets you set a language-preference order for websites and apps. It also lets you change your keyboard language. Select Start > Settings > Time & language > Language & region.

Select File > Options > Language. Under Office display language, on the Set the Office Language Preferences, select Install additional display languages from Office.com. Choose the desired language in the Add an authoring language dialog and then select Add.

Translate text into a different language - Microsoft Support
To translate just a bit of text from a message, select that text and right-click. Outlook will show you the translation right there in the context menu that appears. You can also select text and right-click to translate to your preferred language when you're composing an email.

Keyboard shortcuts to add language accent marks in Word and Outlook
In Word and Outlook, you can use accent marks (or diacritical marks) in a document, such as an acute accent, cedilla, circumflex, diaeresis or umlaut, grave accent, or tilde. For keyboard shortcuts in which you press two or more keys simultaneously, the keys to press are separated by a plus sign (+) in the tables.
