WordPad Cannot Save a Unicode Text Document as a Text Document
To work around this problem, copy and paste the Unicode text document into a new WordPad document, and then save it as a text document. To do so, follow these steps:

Or, depending on the program you are using (such as WordPad), you can even copy characters by dragging them from Character Map directly into an open document. You can use Character Map to search for characters by viewing the Unicode character maps that are associated with each font.
Create a desktop shortcut for an Office program or file
