Admins cannot enforce specific settings for OnlineMeetingsByDefaultEnabled.
STATUS: INVESTIGATING
Administrators are unable to enforce settings in Outlook Classic due to Set-OrganizationConfig -OnlineMeetingsByDefaultEnabled $true creating the scope for the Cloud settings as Personal instead of Global.
