SYMPTOMS

After you install the Microsoft .NET Framework 3.5 on a Windows Vista-based computer, the Windows Process Activation Service (WAS) and the World Wide Web Publishing Service are set to a Stopped state.

RESOLUTION

To work around this issue, you must manually start the WAS and the World Wide Web Publishing Service after you install the .NET Framework 3.5 on a Windows Vista-based computer.

STATUS

Microsoft has confirmed that this is a bug in the Microsoft products that are listed in the "Applies to" section.
