When you attempt to add a new Windows Internet Name Service (WINS) Server
to your WINS Manager and it is located across a router or firewall, you may
receive the following message:
The Windows Internet Name Service is not running on the target machine, or the target machine is not accessible. NOTE: You cannot add this server using its computer name or its IP address. You have verified that the remote server is running WINS and that it is operating correctly; you are also able to communicate with it using Ping.exe (both by IP address and computer name) and you can connect to its resources. CAUSE
Your router or firewall is not forwarding TCP Port 135 (Service Locator).
RESOLUTION
Contact the manufacturer of your router or firewall for information on how
to enable the forwarding of TCP Port 135.
