When you try to remove Internet Explorer by clicking Microsoft Internet
Explorer 4.0 or "Microsoft Internet Explorer 5 and Internet Tools" in the
Add/Remove Programs dialog box and then clicking Add/Remove, you may
receive the following error message:
Error loading setupwbv.dll A device attached to the system is not
functioning.
Or, you may receive the error message "Error loading Setupwbv.dll" when you run the Internet Explorer 5 Repair utility. CAUSE
This behavior can occur if the Setupwbv.dll file is missing or damaged.

To resolve this issue, follow these steps:
