After you upgrade from Microsoft Windows 98 Second Addition (SE) to Windows 2000, Internet Connection Sharing (ICS) no longer works.
CAUSE
The Windows 98 SE ICS settings are not migrated during an upgrade procedure.
RESOLUTION
To resolve this problem, reconfigure all ICS settings in Windows 2000. For additional information about how to configure ICS settings, view the "Internet connection sharing" Help topic. To do this:

When you run the Windows 2000 Readiness Analyzer tool (Chkupgrd.exe) on a computer that is running Windows 98 SE with ICS, a user receives the following error message:
