When you upgrade Microsoft Windows 98 or Windows Millennium Edition (Me) to Microsoft Windows XP Home Edition or Windows XP Professional, the cookies that were previously configured may be lost during the upgrade.
MORE INFORMATION
This issue occurs because Windows XP has a new user profile structure, and the upgrade process is not designed to migrate these elements. You can migrate your cookies by exporting your cookies before you upgrade by using the Import/Export Wizard that is included in Internet Explorer 5.0 or Internet Explorer 6.0. To start the Import and Export Wizard, start Internet Explorer, on the File menu click Import/Export, and then follow the instructions to export your cookies to a file. After you upgrade to Windows XP, use the Import and Export Wizard again to import your cookies from this file.
