SYMPTOMS
In Windows 2000, the Group Policy to disable "Services" does not take effect.
CAUSE
This problem can occur when a Group Policy is used to disable "Services" in the Microsoft Management Console (MMC), and the user accesses the MMC from the Computer Management console. The .adm file is missing a registry key to enable the policy to work correctly.
RESOLUTIONWARNING: If you use Registry Editor incorrectly, you may cause serious problems that may
require you to reinstall your operating system. Microsoft cannot guarantee that you can solve
problems that result from using Registry Editor incorrectly. Use Registry Editor at your own
