OFF2000: "Internal Error 2103" Error Message Is Displayed During Setup

SYMPTOMS

When you attempt to install Microsoft Office 2000, you may receive an error message similar to the following:
Internal Error 2103: Please contact product support for assistance.

CAUSE

This behavior can occur if the following registry key is missing or damaged:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders

RESOLUTION

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To resolve this issue, follow these steps:
  1. Click Start, and then click Run.
  2. In the Open box, type regedt32, and then click OK.
  3. Browse to the following key:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders
  4. Right-click Shell Folders, point to New on the shortcut menu, and then click Key.
  5. In the box that appears, type Common Startup, and then press ENTER.
  6. In the right pane, double-click the key that you just created (this may appear as either "Default" or "Common Startup"), type C:\Documents and Settings\All Users\Start Menu\Programs\Startup in the Value Data box, and then click OK.
  7. On the Security menu, click Permissions.
  8. Quit the Registry Editor.
