If you try to copy files to a personal folders (.pst) file that exceeds the 1.82 gigabyte (GB) limit in Outlook 2002, you may receive the following error message:
Can't copy the items. The operation failed.
CAUSE
This problem can occur because Outlook 2002 limits the .pst file size to approximately 1.82 GB.

There are two .MSP files that you need to install to enable this fix. The first .MSP file is the Outlook.msp file. When you install the hotfixes in the "Resolution" section of this article, the following error message occurs when you try to copy files to a .pst file that exceeds the 1.82 GB limit:
Can't Copy the items. The file %PST filename% has reached its maximum size. To reduce the amount of data in this file, select some items that you no longer need, then permanently (Shift+Del) delete them.
