SYMPTOMS

On a Windows Server 2003-based computer, the Dynamic Host Configuration Protocol (DHCP) Server service may stop responding during the shutdown process.

After this problem occurs, all the functions that the DHCP Server service provides do not work. Additionally, you cannot restart the DHCP Server service.

CAUSE

This problem occurs because of a timing issue. After the timing issue occurs, the DHCP Server encounters a deadlock condition. Therefore, the server is unable to handle the request to stop the DHCP Server service.
