SYMPTOMS

When you run the Scanstate.exe or Loadstate.exe program on a Windows Vista Service Pack 1 (SP1)-based computer, the program fails. Additionally, no error message occurs when the program fails.

Note The Scanstate.exe and Loadstate.exe programs are part of the Microsoft Windows User State Migration Tool (USMT) program.

CAUSE

This issue occurs when you run Scanstate.exe or Loadstate.exe from a non-elevated command prompt.

RESOLUTION

To resolve this issue, run Scanstate.exe or Loadstate.exe from an elevated command prompt.

To start an elevated command prompt, follow these steps:
  1. Click Start

    , type cmd in the search box, and then press ENTER.
  2. In the results list, right-click cmd, and then click Run as administrator.

    User Account Control permission
    If you are prompted for an administrator password or for confirmation, type your password, or click Continue.
