The Public folder is inaccessible after you upgrade from Windows Vista to a different version of Windows Vista. This includes the following:
· You upgrade from the beta release version of Windows Vista to the release version of Windows Vista.
· You upgrade from Windows Vista to a different version of Windows Vista. For example, you upgrade from Windows Vista Home Premium to Windows Vista Ultimate.
This issue occurs because the file level permissions on the Public folder are reset during the upgrade process.
To resolve this issue, disable and then re-enable Public folder sharing through the Network and Sharing Center Control Panel item. To do this, follow these steps:
1. Click Start, and then click Control Panel.
2. Double-click Network and Sharing Center.
3. Click the arrow button next to Public folder sharing, and then click the Turn off sharing (people logged on to this computer can still access this folder) option.
4. Click Apply. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
5. Click the arrow button next to Public folder sharing, and then click one of the following options:
· Turn on sharing so anyone with network access can open files
· Turn on sharing so anyone with network access can open, change, and create files

6. Click Apply. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
During the upgrade process, the Everyone Access Control Entry is removed from the Public folder. The Public share will still appear. However, when users try to access it, they will receive an error message that tells them access is denied.
