SYMPTOMS

You have a Windows Vista Service Pack 1 (SP1)-based computer that has Remote Server Administration Tools (RSAT) installed. When you try to use the Active Directory Users and Computers Microsoft Management Console (MMC) snap-in or the Group Policy Management Console (GPMC) to connect to a domain controller for remote administration, you receive the following error message:
Naming information cannot be located because: The RPC server is unavailable.
Additionally, when you try to access \\DomainName from the Windows Vista SP1-based computer, you receive the following error message:
The network path was not found.

CAUSE

This issue occurs because the TCP/IP NetBIOS Helper service is not started.

RESOLUTION

To resolve this issue, start the TCP/IP NetBIOS Helper service. To do this, follow these steps:
  1. Click Start, type services.msc in the Start Search box, and then press ENTER. If you are prompted for an administrator password or for confirmation, type the password, or click Continue.
  2. Locate and then double-click the TCP/IP NetBIOS Helper service.
  3. In the Startup type list, click Automatic, and then click Apply.
  4. Under Service status, click Start to start the TCP/IP NetBIOS Helper service, and then click OK.
