When using Configuration Manager 2007 R2 with Service Pack 1, the R2 features are not accessible via the Admin Console and are not noted as being installed despite a successful R2 installation process.
This occurs when the site in question has a site code of SRS, OSD, or FCS. This is specific to R2 functionality once R2 is installed.
This occurs because these site codes represent reserved words in the Configuration Manager product.
Service Pack InformationTo resolve this problem, obtain the latest service pack for Microsoft System Center Configuration Manager 2007, available from this Microsoft web site: http://www.microsoft.com/downloads/details.aspx?FamilyID=3318741a-c038-4ab1-852a-e9c13f8a8140

Alternate resolutionIf a site with one of the reserved site codes is going to run R2, it will need to be installed using a different site code. Existing sites with the reserved site codes that need to run R2 will need to be uninstalled and reinstalled with a non-reserved site code. When planning new sites, care should be given to avoid the use of these reserved site codes.
