Event ID 4003 is logged and the Free/Busy replication from an Exchange Server 2003 server to an Exchange Server 2010 server fails

SYMPTOMS

You use Microsoft Exchange Server Inter-Organization Replication (IOREPL) to replicate Free/Busy information in a mixed Microsoft Exchange Server 2003 and Microsoft Exchange Server 2010 environment. In this situation, the Free/Busy replication from an Exchange Server 2003 server to an Exchange Server 2010 server fails. Additionally, you find the following event is logged on the Exchange Server 2010 server:

Description:
Process Microsoft.Exchange.InfoWorker.Common.Delayed`1[System.String]: PublicFolderRequest for 2 mailboxes at EXCHANGE ADMINISTRATIVE GROUP (<xxxx>) failed. The exception returned is Microsoft.Exchange.InfoWorker.Common.Availability.PublicFolderRequestProcessingException: The remote server returned an error: (403) Forbidden.. The request information is http://<servername>/public/?Cmd=freebusy&start........ The Availability service could not successfully retrieve Schedule+ free/busy data for one or more legacy Exchange mailboxes. To find the root cause of this error, increase the diagnostic logging level of the MSExchange Availability service.

CAUSE

This problem occurs because Exchange Server 2010 validation fails on the RPC Client Access service. The validation fails if the replication item is located in the root folder.
