Windows Installer Custom Action Does Not Start a Program If the Program Has Already Started

If you are using a Microsoft Windows Installer package to perform a custom action that runs another program such as Microsoft Outlook, the custom action may not work if the program has already started.
This problem occurs because the Windows Installer package does not verify that it is allowed to start the program.

If you do not see your language, it is because a hotfix is not available for that language. The English version of this fix has the file attributes (or later) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

To work around this problem, enumerate all the processes on the computer to find Outlook or the program that you are trying to start. If you locate a process for that program, ask the user to quit that program.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Microsoft Windows XP Service Pack 2.
