Netscape users who are not administrators may not be able to gain access to the proxy server.
CAUSE
This behavior can occur if the Microsoft Proxy default Web site has been configured to use Basic authentication.
RESOLUTION
Use the Microsoft Windows NT User Manager for Domains utility to configure the user rights on the Proxy server. Grant the necessary users or groups the "Log on Locally" user right.

To properly authenticate users with Basic authentication, Windows NT user accounts must have "Log on Locally" user rights. By default, user accounts on a Windows NT Server-based domain controller are not granted the "Log on Locally" user right. During the Basic authentication process, your Web server "impersonates" each user as a local user (that is, as a user physically logged on at the Web server). This means that you need to explicitly grant the "Log on Locally" user right to any account that you set up on your Web server or the domain controller that is used for access by your Web server.
