Symptoms
Consider the following scenario:

You have a computer that is running Windows RT 8.1 or Windows 8.1.

Your account is not connected to a Microsoft Account (MSA).

The computer has Microsoft Office 2013 Service Pack 1 (SP1) preinstalled, or you have previously connected your account to a MSA and have since disconnected from it.
In this scenario, after the computer restarts and you log on, upon opening File Explorer for the first time, it freezes for 30 seconds.
Cause
If there is a C:\users\<Username>\OneDrive folder, Explorer tries to check the MSA information. However, if your account is not connected to a MSA, the SkyDriveShell.dll module freezes for 30 seconds during the initialization.
Note As soon as you connect your account to a MSA, the C:\Users\<Username>\Onedrive folder is created. Preinstalled Microsoft Office 2013 Service Pack 1 also creates the C:\Users\<Username>\Onedrive folder.Resolution
