Tenant admins have the ability to "whitelist" certain external partners that their organizations frequently work with. Please check to make sure that the External mail is not from an external partner that has been whitelisted.
It's also possible that your admin has chosen not to turn on this version of External labeling and External mail tooltip functionality.
