Get-App and GetAppManifests fail and return an exception

Symptoms

After you install the February 2023 Security Update for Microsoft Exchange Server, the Get-App and GetAppManifests applications fail and return an exception. This causes the MSExchangeServicesAppPool application pool to repeat in the same order.  In this situation you can't manage the applications.

Resolution

To fix this issue, install the following security update:
