KB4547890 - FIX: ISDBUpgradeWizard.exe throws error when you try to upgrade SSISDB after restoring from earlier versions in SQL Server

Symptoms

When you try to upgrade an SSISDB that is restored in Cumulative Update 1 (CU1) or Cumulative Update 2 (CU2) for Microsoft SQL Server 2019 from earlier versions, you notice that ISDBUpgradeWizard.exe generates the following error message:

  • at Microsoft.SqlServer.IntegrationServices.ISServerDBUpgrade.Database.DatabaseUtilities.SSISDBUpgradeVersionCheck(SqlConnection connection)
  • at Microsoft.SqlServer.IntegrationServices.Wizard.Common.Model.DBUpgradeModel.DBUpgrade()
  • at Microsoft.SqlServer.IntegrationServices.DBUpgrade.DBUpgradePage.DoWork(Object sender, DoWorkEventArgs e)
  • at System.ComponentModel.BackgroundWorker.OnDoWork(DoWorkEventArgs e)
  • at System.ComponentModel.BackgroundWorker.WorkerThreadStart(Object argument)

Additionally, the version of the SQL Server instance ⁠(⁠15.0.x.x) doesn't match the version of the upgrade tool (15.0.2000).

Status

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
