KB4046044 - FIX: Unable to install SQL Server 2017 when instance name/ID/installation path contains multi-byte characters

Symptoms

Assume that you are trying to install an instance of SQL Server 2017. If the SQL Server instance name/ID/installation path contains multi-byte characters, which are non-American Standard Code for Information Interchange (ASCII) characters like "è". In this scenario, you may notice that the installation may fail to start with the following error message:
