Removal information
You must uninstall all cumulative updates of core components that are at version 7.0.2046.123 or a later version before you uninstall the cumulative updates for Skype for Business Server 2019 (Front End server and Edge server) that are at version 7.0.2046.116 or a later version. Otherwise, you won't be able to start the RTCSRV service.
To remove these cumulative updates, follow these steps.

Open Control Panel, and then select Program.
Select Installed Updates.
Uninstall all updates of core components that are at version 7.0.2046.123 or a later version:
Press and hold (or right-click) Skype for Business Server 2019, Core Components (KB4593479) at version 7.0.2046.248. Then, select Uninstall.
Press and hold (or right-click) Skype for Business Server 2019, Core Components (KB4582622) at version 7.0.2046.244. Then, select Uninstall.
Press and hold (or right-click) Skype for Business Server 2019, Core Components (KB4564309) at version 7.0.2046.236. Then, select Uninstall.
Press and hold (or right-click) Skype for Business Server 2019, Core Components (KB4540585) at version 7.0.2046.216. Then, select Uninstall.
Press and hold (or right-click) Skype for Business Server 2019, Core Components (KB4528667) at version 7.0.2046.151. Then, select Uninstall.
Press and hold (or right-click) Skype for Business Server 2019, Core Components (KB4522048) at version 7.0.2046.143. Then, select Uninstall.

Press and hold (or right-click) Skype for Business Server 2019, Front End server and Edge Server (KB4464355) at version 7.0.2046.116. Then, select Uninstall.
