Time synchronization is not performed even though the W32Time service is successfully started in Windows Server 2008 or in Windows Server 2008 R2

Symptoms


On a computer that is running Windows Server 2008 or Windows Server 2008 R2, you notice that time synchronization is not performed even though the W32Time service is successfully started.

Additionally, when you run the w32tm /resync command, you receive an error message that resembles the following:
The computer did not resync because no time data was available.
Note If you can track the network trace, you may notice that no Network Time Protocol (NTP) packet is sent out when you run the w32tm /resync command.

Cause


This issue occurs because the W32Time service could not bind a socket to the User Datagram Protocol (UDP) port for NTP.

Note The UDP port for NTP is port 123.

Resolution


Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
