FIX: SQL Server failover cluster diagnostic log doesn't accurately reflect the failure_condition_level setting

Symptoms

When you use Microsoft SQL Server 2012, 2014, or 2016, the SQL Server failover cluster diagnostic log always shows a value of 3 for the failure_condition_level setting regardless of the actual value.

Resolution

The issue was first fixed in the following cumulative update of SQL Server:
Recommendation: Install the latest cumulative update for SQL Server
