This update includes quality improvements. No new operating system features are being introduced in this update. Key changes include the following:
Addressed issue in which the Universal CRT _splitpath was not handling multibyte strings correctly. This caused apps to fail when accessing multibyte filenames.
Addressed issue in which the Universal CRT caused the linker (link.exe) to stop working for large projects.
Addressed issue in which the MSMQ performance counter (MSMQ Queue) may not populate queue instances if the server hosts a clustered MSMQ role.
Addressed issue that affected the Lock Workstation policy for smart cards in which, in some cases, the system didin't lock when you removeed the smart card.
Addressed issue that affected form submissions in Internet Explorer.
Addressed issue that affected URL encoding in Internet Explorer.
Addressed issue that prevented an element from receiving focus in Internet Explorer.
Addressed issue that affected the docking and undocking of Internet Explorer windows.
Addressed issue that affected the rendering of a graphics element in Internet Explorer.
Addressed issue that was caused by a pop-up window in Internet Explorer.
Addressed issue in which USBHUB.SYS randomly caused memory corruption that caused random system crashes that are extremely difficult to diagnose.

If you installed earlier updates, only the new fixes that are contained in this package will be downloaded and installed on your device.

Windows Update Client Improvement
Microsoft will release an update directly to the Windows Update Client to improve Windows Update reliability. It will only be offered to devices that have not installed the most recent updates and are not currently managed (e.g., domain joined).
After installing KB4042895, package users may receive an error message that states that an application exception has occurred when some applications are closed. This can affect applications that use mshtml.dll to load web content. This problem occurs only when a process is already shutting down. It does not affect application functionality.
