Symptoms

Assume that you have SQL Failover Cluster Instance (FCI) running on an instance of SQL Server 2019 Release Candidate 1 (RC1)\Community Technology Preview (CTP). When you try to upgrade the FCI passive node from RC1\CTP to SQL Server 2019 RTM, then the upgrade fails. This happens because the setup tries to access MSSQL\JOBS folder which is on the shared drive and is inaccessible to the FCI passive node.
