Symptoms
The Busy on Busy feature intermittently blocks incoming calls for a user, even though the user is available in Microsoft Skype for Business 2019. The server has to be restarted every time this issue occurs.
Resolution
To fix this issue, install the December 2021 cumulative update 6 for Skype for Business Server 2019, Core Components.
