Symptoms

When you install the Microsoft Exchange Server 2019 or 2016 August 2023 Security Update (SU) on a Windows Server-based device that is running a non-English operating system (OS) version, Setup suddenly stops and rolls back the changes. However, the Exchange Server services remain in a disabled state.

Cause

Microsoft has confirmed that there was a localization issue in the original release of the Exchange Server August 2023 SU installer. The issue is now fixed, and a newer version of the security update is available.

Resolution

If your server is running on a non-English OS, and you applied the original workaround that was previously provided in this article to install the first version of the August 8, 2023, SU, follow the steps that are outlined in the re-release of the August 2023 Exchange Server Security Update packages Blog article

If you have not yet installed the August 8, 2023, SU on your server that is running a non-English OS, or if your Exchange server is running on an English OS, you can install the Exchange Server August 8, 2023, SU version 2 without doing any special steps. 

Workaround

This workaround applies to only customers who are trying to install original August 8, 2023, SU package or a later SU, and who have not uninstalled the original release package per our guidance. In this case, the SU installation might still fail. To work around this issue: 

  1. Reset the service state before you run Setup again. To do this, run the following PowerShell script in an elevated PowerShell window:

    1. Change to the following directory:
         \Exchange Server\V15\Bin

    2. Enter .\ServiceControl.ps1 AfterPatch, and then press Enter.

    3. Restart the computer.

  2. Follow the steps in the re-release announcement for the August 8, 2023, SUs.
