0x3B Stop error on Windows 8.1 or Windows Server 2012 R2-based touch devices

Symptoms
Assume that you use the right mouse button as the primary mouse button, and that you have enabled the Use numeric keypad to move mouse around the screen option. When you press some keys on a Windows 8.1 or Windows Server 2012 R2-based touch device, you may receive a Stop error message that resembles the following:
STOP: 0x0000003B (parameter1, parameter2, parameter3, parameter4)
Notes
  • The Stop error 0x0000003B describes a SYSTEM_SERVICE_EXCEPTION issue.
  • The parameters in this Stop error message vary, depending on the configuration of the computer.
  • Not all "Stop 0x0000003B" errors are caused by this issue.
Cause
This issue occurs because win32k.sys does not support new touch screen devices correctly.
