Note: To access deleted files in your online recycle bin, select the OneDrive icon in the taskbar or notification area, then select Recycle bin. For more information, refer to Restore deleted files or folders in OneDrive.

The items are manually deleted by the site collection administrator from the site collection Recycle Bin (for info about doing this, see Delete items from the site collection recycle bin). The site Recycle Bin storage counts against your site collection storage quota and the Manage large lists and libraries.

The form limit includes those in the re-cycle bin. (For example, 350 active forms in the Microsoft Forms portal + 50 forms in the recycle bin = 400 forms.) When a respondent completes a form and submits it, this counts as one response (no matter how many questions are on the form).
