Safe mode starts Windows with a minimal set of drivers and services to help troubleshoot issues. If a problem doesn't reappear when you start your PC in safe mode, you can eliminate the default settings and basic device drivers and services as possible causes.

Know your limits Many email service providers set limits for the number of names that can be included in the To, Cc, and Bcc boxes in a message. For example, your email service provider may limit each message to a maximum of 100 email addresses. If you trust a file, file type, folder, or a process that Windows Security has detected as malicious, you can stop Windows Security from alerting you or blocking the program by adding the file to the exclusions list.

Check the device. If the device doesn't appear to work at all (no lights appear on the device when it’s plugged in, or the cursor doesn't move or doesn't appear on the screen), connect the device to another PC and make sure the device works on that PC.
