Windows 10 and Windows 11 in S mode FAQ - Microsoft Support
To increase security and performance, Windows 11 in S mode only runs apps from the Microsoft Store. If you want to install an app that isn't available in the Microsoft Store, or if you have Windows 10 Pro, Enterprise, or Education and want to upgrade to Windows 11, you'll need to permanently switch out of S mode.

The transcribe feature converts speech to a text transcript with each speaker individually separated. After your conversation, interview, or meeting, you can revisit parts of the recording by playing back the timestamped audio and edit the transcription to make corrections.

Follow the instructions on that page to download and install the pack, then come back to the Office Language Preferences dialog box to confirm that it's now installed.
