Look up values in a list of data in Excel - Microsoft Support
To do this task, use the HLOOKUP function. Important: Make sure the values in the first row have been sorted in an ascending order. In the above example, HLOOKUP looks for the value 11000 in row 3 in the specified range. It does not find 11000 and hence looks for the next largest value less than 1100 and returns 10543.

Use the table_array argument in a lookup function
When you create a VLOOKUP or HLOOKUP function, you enter a range of cells, such as D2:F39. That range is called the table_array argument, and an argument is simply a piece of data that a function needs in order to run.

How to correct a #N/A error - Microsoft Support
By default, functions that look up information in tables must be sorted in ascending order. However, the VLOOKUP and HLOOKUP worksheet functions contain a range_lookup argument that instructs the function to find an exact match even if the table is not sorted.
